El SOYEM se ha posicionado a lo largo de los a\u00f1os como un importante actor pol\u00edtico en la ciudad. El proyecto consisti\u00f3 en la reconstrucci\u00f3n hist\u00f3rica desde su fundaci\u00f3n en 1946 hasta 2015.
